CLOGSAG Strike Disrupts Government Operations in Ghana

CLOGSAG Strike Overview

CLOGSAG, the Civil and Local Government Staff Association of Ghana, began a nationwide strike on March 9, 2026. This industrial action has significantly disrupted activities at Ministries, Departments and Agencies (MDAs) as well as Metropolitan, Municipal and District Assemblies (MMDAs). The strike is a response to long-standing grievances over unpaid salaries and allowances, with CLOGSAG having pressed for improved working conditions since 2019.

The Minister for Labour, Abdul-Rashid Hassan Pelpuo, has publicly urged CLOGSAG to suspend the strike and return to negotiations. He acknowledged a breakdown in communication between the National Labour Commission, Fair Wages and Salaries Commission, and CLOGSAG prior to the strike, which may have contributed to the current situation.

Impact of the Strike

The ongoing strike has left clients stranded at government offices, highlighting the immediate effects of the labor dispute. Pelpuo noted, “Strikes should be the last resort,” emphasizing the need for dialogue over industrial action. He also stated, “I didn’t know about the strike at that very moment,” indicating a lack of awareness regarding the escalation of tensions.

CLOGSAG’s Executive Secretary, Isaac Bampoe Addo, reported that a meeting with the Fair Wages and Salaries Commission on the same day the strike began ended without an agreement. The demands from CLOGSAG include a revised salary structure and improved conditions of service, which Pelpuo described as “not an unreasonable demand, but remains a very huge demand.”

Government’s Response

The government has engaged with the National Labour Commission and the Ministry of Finance to address CLOGSAG’s concerns. Officials have expressed a commitment to resolving these issues through dialogue, although the Minister warned that prolonged industrial action could have wider consequences for both the country and the workers involved.

Alfred Kotei, a stakeholder, remarked, “Even though the decentralised departments have a case, they should at least leave a skeleton staff to attend to clients who travel far,” suggesting that some level of service should continue despite the strike.

As the situation develops, observers are watching closely to see if negotiations will resume and if CLOGSAG will consider suspending the strike. The potential for further disruption remains as both sides navigate the complexities of the ongoing labor dispute.
