NIA Audit Reveals Discrepancies in SIM Registration in Ghana

The recent audit conducted by the National Communications Authority (NCA) has uncovered alarming discrepancies in the SIM registration process in Ghana. The audit, which examined data from 2021 to 2023, found that there were zero fingerprint matches with the National Identification Authority (NIA) database, raising serious concerns about the integrity of the biometric data used in the registration process.

Approximately 2 million registrations were sampled for this audit, highlighting a significant gap in the verification process. According to Edmund Yirenkyi Fianko, a representative from the NCA, “As for the fingerprint, there was zero match.” This lack of matching fingerprints suggests that the methods used for biometric data capture may be fundamentally flawed.

The discrepancies have been attributed to differences in how biometric data is captured. The NIA utilizes a contact method for fingerprint collection, while mobile registration employs a contactless approach. This divergence has likely contributed to the lack of matches found during the audit.

Facial recognition attempts were also evaluated, with 81.1% of these attempts resulting in successful matches. However, 18.9% of facial recognition attempts did not match, indicating further issues with data accuracy. Fianko noted, “Some registrations contained incorrect identity information,” which adds another layer of complexity to the situation.

Overall, nearly 40 million SIM cards have been registered nationwide, making the findings of this audit particularly concerning. The discrepancies not only undermine the reliability of the SIM registration process but also pose potential security risks.

This audit is part of broader preparations for a planned nationwide SIM re-registration exercise aimed at improving data accuracy and security. However, the lack of matching biometric data raises questions about the effectiveness of previous registration efforts.

Details remain unconfirmed regarding the next steps the NCA and NIA will take to address these issues. There are expectations for further developments as the agencies work to enhance the integrity of the SIM registration process in Ghana.
