NIA Audit Reveals Discrepancies in SIM Registration in Ghana

The National Communications Authority (NCA) conducted an audit of SIM registrations in Ghana from 2021 to 2023, revealing alarming results that could impact the integrity of the country’s telecommunications system. The audit found zero fingerprint matches with the National Identification Authority (NIA) database, raising serious concerns about the accuracy of biometric data used in SIM registrations.

Sampling approximately 2 million registrations, the NCA aimed to validate the biometric information collected during the registration process. However, discrepancies emerged due to differing methods of biometric data capture. While the NIA utilized contact methods for fingerprint collection, mobile registration employed a contactless approach, leading to significant mismatches.

During the audit, 2.3 million registrations were attempted to be validated through facial recognition, with an 81.1% success rate. This indicates that while facial recognition technology showed some effectiveness, 18.9% of attempts did not yield matches, further complicating the reliability of the data.

Nearly 40 million SIM cards have been registered nationwide, making the findings of this audit particularly critical. Edmund Yirenkyi Fianko, a representative from the NCA, stated, “As for the fingerprint, there was zero match,” emphasizing the gravity of the situation. He also noted that some registrations contained incorrect identity information, contributing to the inconsistencies observed.

Fianko highlighted that the absence of a liveness check during the registration process means that it remains uncertain whether the individual presenting the identification card is indeed the rightful owner. This raises questions about the security of the SIM registration process and the potential for identity fraud.

The audit is part of preparations for a planned nationwide SIM re-registration exercise aimed at improving data accuracy and security. As the NCA moves forward with this initiative, the implications of the audit findings will likely play a crucial role in shaping the future of SIM registration in Ghana.
