China’s Zero-Tariff Policy Shifts Trade Dynamics

China’s zero-tariff policy will grant zero tariffs to exports from all 53 African countries with which it has diplomatic ties. This significant shift in trade dynamics takes effect on May 1, 2026, and excludes only Eswatini.

The policy aims to enhance trade engagement and expand participation in China’s consumer market. It removes a major cost barrier for exporters, encouraging African nations like Ghana to develop targeted export strategies. These strategies will focus on priority sectors and product standards.

The initiative could support industrial upgrading and economic diversification in Ghana. China has already implemented a duty-free policy for 33 least-developed African nations as of December 2024. This new policy is set to remain in place until April 30, 2028.

However, the African trade deficit with China has increased by 65% last year, reaching $102 billion. This raises questions about the sustainability of such a trade relationship.

Paul Frimpong from the Africa-China Centre for Policy and Advisory stated, “This strategy should align with industrial policy and export diversification goals, provide market intelligence on Chinese demand trends, and set clear export targets and performance benchmarks.” Ken Gichinga added that these measures will improve access to Chinese markets and help close the trade deficit.

This development positions China as a key player in Africa’s economic landscape. Lauren Johnston noted that China presents itself as a trade liberalizer and Africa-friendly economic partner, contrasting sharply with previous U.S. policies under Donald Trump.
