Morocco’s prison population saw a significant decline in 2025, primarily due to an exceptional royal pardon. By the end of December, the total reached 99,366, marking a decrease of 5.45% compared to 2024.
In total, 24,598 prisoners benefited from pardons this year. Notably, more than 17,000 inmates were released in a single pardon issued in July.
This decline follows a period of growth. The prison population had increased by 42% between 2015 and 2024. The General Delegation for Prison Administration (GDPA) implemented various measures to address overcrowding.
The courts issued 1,001 rulings involving alternative penalties by the end of the year. Among these, 1,077 alternative sentences were recorded, with 606 individuals released under these measures.
Healthcare gaps for released prisoners remain a concern. In England, issues related to medication safety have led to disruptions for those reintegrating into society.
Officials have not confirmed whether the decline will continue without similar royal pardons or reforms. The impact of these changes on long-term prison reform efforts is still uncertain.
