Vehicle Impoundment at Tema Harbour Raises Questions

What led to the recent vehicle impoundment at Tema Harbour? On April 17, 2026, the Driver and Vehicle Licensing Authority (DVLA) seized 40 vehicles as part of an intelligence-led operation uncovering fraudulent Drive from Port stickers.

CFAO Mobility Ghana PLC distanced itself from the fraudulent clearance methods that resulted in these impoundments. Preliminary investigations indicated that the affected vehicles were imported by CFAO. The company stated, “CFAO Mobility Ghana wishes to state that it operates with the highest standards of compliance, transparency, and ethical business conduct.” This statement reflects their commitment to integrity amid ongoing scrutiny.

The DVLA’s operation revealed a concerning trend. They noted a significant increase in the issuance of DP stickers—from an average of 2,000 per month before reforms to approximately 15,000 in October 2025. This new system was introduced to address revenue leakages associated with the previous aluminium DP plate system.

As investigations continue, CFAO pledged full cooperation with authorities. “We take this matter seriously and will fully cooperate with the DVLA and all relevant authorities to establish the facts and ensure clarity,” they emphasized.

Yet, the DVLA’s actions are set to escalate. Starting May 4, 2026, they will begin arresting and prosecuting individuals found with fake or expired DV plates and DP stickers. This measure aims to uphold lawful vehicle operations within Ghana.

The implications of this crackdown are significant for vehicle owners and importers alike. It underscores the need for compliance with regulations designed to maintain integrity in vehicle registration processes. The DVLA has made it clear: “It is unlawful to possess or use forged or fake trade licences, including DV and DP plates and stickers.”

CFAO indicated that it will provide further updates as investigations continue. Details remain unconfirmed regarding how many more vehicles might be implicated or what specific penalties may be imposed on those found guilty of fraud.

This situation raises important questions about regulatory enforcement in Ghana’s vehicle importation sector. As authorities work to resolve these issues, the focus will likely remain on ensuring compliance and preventing future fraudulent activities.
